Improving Missouri’s Transportation System through Tolling

Missouri is falling behind in maintaining its roads and bridges, ranking 48th nationally in revenue per mile of road maintained. This paper argues that tolling might be the best way for the state to catch up, as it is more consistent with the user-pays principle than other avenues of revenue generation.
