School Transfers: The Answer Is More Choice, Not Less

The purpose behind the school transfer law is clear: students should not be trapped in failing schools. The implementation of the law, however, has created much consternation and concern about the ramifications the law will have. Many are worried tuition and transportation costs will bankrupt the unaccredited Normandy and Riverview Gardens School Districts. Others are worried that the transfer of many low-performing students to surrounding schools will lead to overcrowding or have a negative impact on those schools.

The solution I propose will help alleviate both of these concerns. Moreover, it will help those individuals that the state should be concerned about the most — the students in the failing school districts.
