Special Laws in Missouri

Missouri has a large number of special laws giving authority to enforce certain rules or policies to some cities or counties but not others. While constitutionally troubling in many instances, they do provide interesting opportunities for exploration and debate. In this paper, David Stokes analyzes six special laws he believes are beneficial and should be expanded further around Missouri, and six he believes are harmful and should be eliminated.
